Project Overview:

The Ōmokoroa Peninsula is experiencing rapid growth, with an expected population of 13,000 residents by 2050. To support this growth and manage the increasing traffic demands, we're upgrading a section of Ōmokoroa Road - from Prole Road to the railway - a distance of just over 1km. This is a key part of the Ōmokoroa Structure Plan.

Once finished, it will enhance road safety, provide better transport options, improve accessibility and ensure the infrastructure meets urban standards.

The $13 million project is part-funded by the Crown Infrastructure Partners (CIP) Fund’s bundle of ‘shovel ready’ projects allocated for Ōmokoroa

Work started in February 2025 and is expected to wrap up by mid-2026.

Higgins Contractors has been contracted to carry out the work on behalf of Council.

Key upgrades include:

  • Widening the current two-lane road to four lanes
  • Shared cycling and walking pathways
  • Upgrade of the Ōmokoroa Road-Flounder Drive intersection
  • Signalised pedestrian access
  • Improved road safety measures, including lighting and signage
  • Connections for future amenities
  • Improvements to water mains
  • Relocating utilities underground
  • New kerbing and stormwater infrastructure


Update - 9 December 2025

Over the past few months, we’ve made significant progress across this project. This includes major earthworks, new drainage and utility services, road construction, and adding new kerbing, footpaths and cycle facilities.

The new retaining wall, drainage, watermain and road surfacing works are all underway.

Traffic Switch

On Thursday 11 December, drivers will notice a change in road alignment through the work site. Traffic will switch to the western side of Ōmokoroa Road opposite Flounder Drive to allow work to take place safely. You may notice the newly constructed pavement feels slightly rough - don't worry, this isn’t the final surface! The top asphalt layer will be applied once all construction is complete mid next year.

Flounder Drive is also partially reopening on 11 December, with left-in, left-out access only. Drivers wanting to turn right from Ōmokoroa Road and right onto Ōmokoroa Road should continue using the detour via Ridge Drive, Stingray Drive and Flounder Drive.

Christmas and New Year Shutdown

From Friday 19 December through to Monday 5 January, the Ōmokoroa Road work will pause across both sites for the Christmas and New Year shut down. No construction activity is planned during this period, aside from dust control if needed.

Our traffic management teams will continue daily safety checks, including over public holidays, and an on-call crew will be available for any urgent issues.

Park and ride facility shift:

From Monday 1 September, construction of a new footpath starts within the park and ride area on Ōmokoroa Road (this is the gravel area on the eastern side of the road, near the Prole Road intersection). We expect this work to take approximately two months.

During this time, the carpark will be closed. The bus stop (2234) and cark park will move to a temporary park and ride facility on Prole Road - see map below for directions.

Once work is complete, the park and ride service and bus stop will return to Ōmokoroa Road.
