Project Overview:
The Ōmokoroa Peninsula is experiencing rapid growth, with an expected population of 13,000 residents by 2050. To support this growth and manage the increasing traffic demands, we're upgrading a section of Ōmokoroa Road - from Prole Road to the railway - a distance of just over 1km. This is a key part of the Ōmokoroa Structure Plan.
Once finished, it will enhance road safety, provide better transport options, improve accessibility and ensure the infrastructure meets urban standards.
The $13 million project is part-funded by the Crown Infrastructure Partners (CIP) Fund’s bundle of ‘shovel ready’ projects allocated for Ōmokoroa
Work started in February 2025 and is expected to wrap up by mid-2026.
Higgins Contractors has been contracted to carry out the work on behalf of Council.
Key upgrades include:
- Widening the current two-lane road to four lanes
- Shared cycling and walking pathways
- Upgrade of the Ōmokoroa Road-Flounder Drive intersection
- Signalised pedestrian access
- Improved road safety measures, including lighting and signage
- Connections for future amenities
- Improvements to water mains
- Relocating utilities underground
- New kerbing and stormwater infrastructure

How will the works affect me?
Temporary traffic management will be in place on Ōmokoroa Road from the Prole Road intersection to the railway bridge. This will include lane shifts and contraflow to maintain traffic flow in both directions, with a reduced speed limit of 30 km/h to ensure the safety of the community and our team. Through the narrower sections, stop/go controls may be used.
To enable construction works across Flounder Drive, the intersection of Ōmokoroa Road and Flounder Drive will be closed for several months (approx March to October 2025). A detour will be in place via Ōmokoroa Road, Ridge Drive, and Stingray Drive during this time.
For the safety of residents and the community, we have also closed pedestrian access to Ōmokoroa Road from Kahawai Place, Anglers Way, and Flounder Drive. Access to Ōmokoroa Road from this area is now only available via Ridge Drive. This closure will remain in effect until footpath work on the eastern side of Ōmokoroa Road is completed, which is expected by the end of October 2025.

Update - 11 June 2025
Tree removal and retaining wall prepThe blue fence along the Ministry of Education land has now been removed, and construction of the retaining wall is underway. Over near the Jace Town Centre site, tree removal has begun as we prepare for another retaining wall to take shape.
Meanwhile, drainage work on the eastern side of Ōmokoroa Road is steadily progressing.
What’s coming up?
We’re gearing up for footpath pouring, which is set to start the week of the 16 June, stretching from the north of Flounder Drive all the way to Ridge Drive. Shortly after, road construction preparations will begin.
Further north, work is about to start from the Ridge Drive roundabout to the railway bridge, where a new berm, vehicle crossings and footpath will be built, along with improvements to the stormwater drainage network.
Temporary traffic management, including a contraflow system and some stop/go at Settlers Avenue roundabout, will be in place - please stay alert and travel carefully through the area.
