Draft Fees and Charges

Western Bay of Plenty District Council's draft fees and charges for 2017/18 is out for feedback. You can have your say until Friday 21 April 2017. Please read the draft document before filling out the feedback form.

Fees and charges are reviewed each year. Below is a summary of the proposed key changes:

• Land Information Memoranda (LIM)

• High risk dog ownership licence
  High risk dog ownership licence (subject to Dog Control Act Amendment 2017)
  
  
• Rentals for Encroachments on Council land
  Some rural property owners are using Council owned land, such as unformed roads and esplanade reserves, as an integral part of their operation. Whilst it is realised that there is a benefit in having these areas maintained by adjoining landowners, they are also, in some cases, gaining significant private benefit. • Ground rental for sport and recreation club buildings on Council land
  A number of sports and service club buildings are located on Council land, mainly reserve land, and are subject to a lease. Some leases have been in place for a long period of time, and over the years there have been various lease conditions relating to rental and rent review periods. This has resulted in a range of lease rates with no consistent approach to the setting of these rates. These charges set out a consistent approach to determining rental amounts, and provides more equitable and fair rental prices for recreational clubs across the District. • Whiteware charges at recycling centres
  With the continued low demand for recycled metal Council's recycle centres have seen an unprecedented number of whiteware items being dropped off at the centres. Many of the items are being left with the valuable metal parts already removed, leaving the ratepayer to pick up the cost of disposal of these items to landfill. The whiteware charge is being introduced to cover the cost of disposal to a transfer station where required.
  
  
• Worm composting workshops
  The worm composting workshops are a new waste minimisation initiative. The true cost for the complete worm farm and attendance at the introduction workshop is around $300.00, however Council is subsidising this process in an attempt to promote and reduce the amount of waste (organic) going to landfill.
  
  
• Financial contributions for dwellings on multiple-owned Māori land
  Financial contributions for housing on multiple owned Māori land is a result of the Policy Committee decision on 23 March 2017.
