Bylaw review - 2018 pre-engagement

Western Bay of Plenty District Council will be reviewing some of its bylaws in early 2019 and is inviting people to provide thoughts and suggestions before any decisions are made.

Council has powers to make a range of bylaws for the District. The main purpose of bylaws is to manage nuisances, offensive behaviour and public safety in the community. Bylaws are reviewed periodically - you can see the bylaws we will be reviewing as they currently stand on the right of this page for more detail.

Bylaws to be reviewed are those governing:

Traffic and parking - The traffic and parking bylaw specifies restrictions as to where parking is permitted; timeframes for parking; angle parking and mobility parking. The bylaw also pertains to specific vehicles such as motorcycles, campervans, bus and taxi stands, loading zones and emergency vehicles, as well as lanes for uses such as boat mooring and ferry queuing.

Speed limits on local roads (excludes State Highways) - Council will be reviewing the speed limits on local roads across the district. This will not include speed limits on state highways, which are determined by the New Zealand Transport Agency.

General bylaw - Animals (excluding dogs) - The two key areas Council is seeking feedback on are the keeping of roosters and bees in urban areas of the Western Bay, such as distances of hives from a property boundary, and the number of hives on a property. It does not include dogs as they are specifically covered under the Dog Control Bylaw.

General bylaw - cemeteries, public places, and nuisances - These chapters also form part of the general bylaw, which we will also be reviewing. We don't have any specific proposals around these at this stage, but welcome any feedback you would like to provide on these bylaws.

Note: this is the pre-engagement phase; Council will take into account all feedback received and will release draft bylaws for feedback in early 2019. This will involve formal consultation and the opportunity for spoken interaction.
