Proposed location of thoroughfares - prioritising the identification of earthquake-prone buildings

Western Bay of Plenty District Council is assessing buildings within our District that might have unreinforced masonry that could fall in the event of an earthquake. All councils are required to prioritise the assessment of buildings that are located along a “thoroughfare”, so we are seeking your views on where "thoroughfares" are in our District.
In the 2011 Christchurch earthquake, unreinforced masonry facades fell from buildings, resulting in the loss of 39 lives. Since that event, Government has given councils a timeframe to identify and assess earthquake-prone buildings.
Western Bay of Plenty District Council has until July 2022 for any building located along a thoroughfare (and some high priority buildings such as schools) and until July 2027 for all other buildings, to make this assessment.
Thoroughfares are defined as places where there is likely to be people present and where there is potentially unreinforced masonry. Council only needs to identify thoroughfares which might have buildings with unreinforced masonry.
We are proposing the following as "thoroughfares" in the Western Bay of Plenty District:
- Waihi Beach - along Wilson Road (from Ocean Breeze Drive to Snell Crescent)
- Katikati - along State Highway 2 (from Hyde Street to Marshall Road)
- Te Puke - along Jellicoe Street (from Oroua Street - by Pizza Hut - to King Street); Commerce Lane (from Jocelyn Street to Palmer Place); Palmer Place; Jocelyn Street (from Jellicoe Street to Commerce Lane).
