Proposed Return of Ownership of Panepane Purakau, Matakana Island
Consultation has concluded.
Thank you for your interest on the Panepane Purakau proposal.
The consultation on this proposal ended at 12noon Monday 31 August 2020.
Council staff will now analyse all the submissions.
Submissions will be publicly available on Thursday 24 September, once all hard copy submissions have been collated.
Council will deliberate on the proposal and make a final decision at an extraordinary meeting on Thursday 29 October.
Western Bay of Plenty District Council has voted to progress a proposed return of ownership of the eastern end of Matakana Island (Panepane Purakau) to five local hapū.
The public has an opportunity to provide feedback on the proposed return. Please read the information and attachments on this page and then fill out the feedback form to have your say.

What will change under the proposed return of ownership:
- Ownership of Panepane Purakau will change from Western Bay of Plenty District Council to the representative hapū of Matakana Island;
- Council will create a public reserve (approx. 7 ha) around the existing Panepane wharf and this area will remain in Council ownership and management; and
- In addition to retaining ownership of the area around Panepane wharf, Council will create a 20 metre wide esplanade strip for public access along the coastal boundary of the land.
What won't change under the proposed return of ownership:
- Public access to the beach and wharf area;
- You can still go surfing, fishing and water skiing;
- Port of Tauranga access to the navigation aids;
- A strip of land south of the forestry access road would be retained by Council to allow for public access to the wharf;
- Council will retain the right to harvest the forestry; and
- The care of the dotterels that nest on Panepane.
