As part of the Annual Plan 2025/26 process, we've reviewed our financial contributions and are proposing some changes.

What is a financial contribution?

The Resource Management Act 1991 allows councils to provide in their District Plans for the ability to impose a condition on a resource consent requiring a financial (cash) contribution for the purpose of contributing to infrastructure required to service a particular development and managing the effects of development on the environment.

What is a financial contribution?

The Resource Management Act 1991 allows councils to provide in their District Plans for the ability to impose a condition on a resource consent requiring a financial (cash) contribution for the purpose of contributing to infrastructure required to service a particular development and managing the effects of development on the environment.

A financial contribution assists with the costs of providing infrastructure for growth. Council’s District Plan allows financial contributions to be charged for water, wastewater, stormwater, ecological protection, transportation and recreation and leisure.

We've used financial contributions since approximately 2000. There are 19 financial models that have been used to calculate financial contributions across the District.


What are the changes that affect the proposed financial contributions?

Overall, financial contributions have increased by around 8%. There are various reasons, typically they are affected by the cost and timing of the underlying growth capital projects in the period 2025-35. Changes in the proposed 2025/26 schedule result from;

  • The review of the Katikati Structure Plan.
  • The review of the Ōmokoroa Structure Plan.
  • The review of the Te Puke Structure Plan.
  • The addition of 2035 project costs which benefit growth.
  • Updates to externally funded projects e.g. Waka Kotahi for transport subsidies (lower) increasing financial contribution requirements.
