Draft Policy on Setting Land Rental Charges for Clubs

Western Bay of Plenty District Council's draft policy on setting land rental charges for clubs is out for feedback. Engagement ends on Monday 24 April 2017. Please read the draft policy and frequently asked questions before filling out the feedback form.
What is the purpose of the draft policy?
This draft policy outlines how rent could be set for sport and recreation club buildings on Council land. Historically setting the rent has been ad hoc; so this draft policy seeks a consistent approach across our District so it is more equitable and fair for all clubs.
Council’s revenue from clubs will not increase – if this policy is adopted, it would result in a total budget decrease of approximately $1,000 per year. However, some clubs may find their rent will increase as we move to a more equitable approach.
It is proposed that:
- every club will pay an administration fee of $250 per year, to cover Council's ongoing administration costs of leases; plus
- a land rental charge of $0.80 per square metre of building area, and
- $0.10 per square metre of any exclusively used land (i.e. land not available to general public) e.g. bowling greens, croquet.
If the policy is adopted, the proposed changes will occur over 5 years at a rate of 20% each year towards the new rental amount.
Are there any sports and recreation clubs that are exempt?
It is proposed that surf life saving, volunteer coast guards, scouts, guides, legion of frontiersman and other similar organisations, be exempt from the land rental charges (and only pay the administration fee), due to the services they provide to the community which would benefit from a reduced rental rate.
