The environment in which our Council operates is constantly changing, and we are always looking for more efficient ways to deliver our services.

One way we can make savings for our community is through the delivery of shared services, where different councils join together to achieve economies of scale and better buying power when making investments on their communities behalf.

We're consulting on a proposal to purchase a shareholding of 8.3% in CoLAB Waikato. As CoLAB is a Council Controlled Organisation (CCO), we must consult with the community before making any decision on whether or not to purchase the shares and join CoLAB.

What is CoLAB?

CoLAB is a shared services provider owned by 12 councils in the Waikato region. The key function of CoLAB is to drive collaboration between councils, improve customer service and performance, and to reduce costs. CoLAB has a track record of success in delivering shared service projects across it’s member councils as can be evidenced by their website www.colabsolutions.govt.nz.

Why do we want to join CoLAB?

The value to joining CoLAB as a shareholder is having the ability to participate in the strategic planning and direction of shared services offerings within CoLAB and benefit from the shared delivery project outcomes, promoting efficiency, effectiveness and value for money for our ratepayers.

Does Council participate in other shared service schemes?

We are currently a shareholder in the Bay of Plenty Local Authority Shared Service (BOPLASS) which has a strong focus on shared procurement between councils in the Bay of Plenty, providing significant cost savings to our Council when we purchase goods and services. Under this new proposal, we would continue to participate in BOPLASS’s shared procurement model while also establishing the opportunity to participate in CoLAB’s shared service initiatives.

What will it cost?

The shareholding in CoLAB of 8.3% will have no initial purchase cost to the Council as the shareholding is a $1,000 uncalled share. The cost annually to fund the operations of CoLAB will be $68,000 in the 2022/23 financial year. This excludes the costs of participating in any shared service projects. Shared service projects are opt-in projects, and any costs are incurred upon participation. The funding of the annual fee and any opt-in projects will be funded through existing budgets.
